TVK Allots Rajya Sabha Seat to Congress, Bolstering Tamil Nadu Alliance

Chennai, Tamil Nadu – The political landscape of Tamil Nadu witnessed a pivotal development on Wednesday as the ruling Tamilaga Vettri Kazhagam (TVK) formally announced its decision to allot the lone vacant Rajya Sabha seat from the state to its alliance partner, the Indian National Congress. This strategic move, confirmed by TVK President and Tamil Nadu Chief Minister C. Joseph Vijay, is poised to significantly bolster the coalition's strength and coordination, particularly with the upcoming Rajya Sabha by-election scheduled for June 18.

The vacancy in the Rajya Sabha arose following the resignation of AIADMK leader C. Ve. Shanmugam, who vacated his seat after successfully contesting and winning the Mailam Assembly constituency in the recent Assembly elections held on April 23. This necessitated a by-election to fill the remainder of his term in the Upper House of India's Parliament.

Chief Minister C. Joseph Vijay, who founded the TVK on February 2, 2024, and led it to power in the 2026 Tamil Nadu Legislative Assembly election, made the announcement from the TVK headquarters in Chennai. He stated that the seat had been allocated to the Congress as part of the existing TVK-led alliance in Tamil Nadu. This decision underscores TVK's commitment to maintaining coalition stability and reinforcing its alliance arrangements.

The allocation follows a period of intense consultations between senior leaders of both parties. Notably, former Union Finance Minister P. Chidambaram of the Congress party met with Chief Minister Vijay in Chennai a day prior to the announcement, fueling widespread speculation about seat-sharing arrangements and future cooperation. Congress Tamil Nadu in-charge, Girish Chodankar, also met with CM Vijay, expressing the party's request for the seat to strengthen its representation in the Rajya Sabha.

While the Congress party is yet to formally announce its candidate, the name of Praveen Chakravarty has prominently emerged in political circles as a likely nominee. Chakravarty is a distinguished Indian politician, public intellectual, economist, and strategist, currently serving as the President of the All India Professionals' Congress and Chairman of the Data Analytics department of the Indian National Congress. His extensive background includes roles in finance, technology, and policy advisory, having worked with IBM, Microsoft, and on Wall Street before entering public service. He was instrumental in co-drafting the 'NYAY' scheme for the Congress party's 2019 election manifesto and played a key role in the 'SHAKTI' project aimed at modernizing the party. His potential nomination signifies the Congress's intent to field a strong and credible candidate for the Upper House.

The Rajya Sabha, often referred to as the Council of States or the Upper House of the Parliament of India, plays a crucial role in the country's legislative process. It is a permanent body and not subject to dissolution, with its members serving staggered six-year terms, and approximately one-third retiring every two years. Members of the Rajya Sabha are elected by the elected members of state legislative assemblies through a system of proportional representation by means of a single transferable vote. The number of seats a state has in the Rajya Sabha depends on its population.

For the Congress, securing this seat is a significant opportunity to enhance its parliamentary numbers, particularly at a time when the balance of power in the Upper House remains politically vital. With the TVK emerging as the single largest party in the Tamil Nadu Assembly, securing 108 out of 234 seats in its debut election, the Congress candidate is anticipated to secure an easy victory with the robust backing of the ruling alliance. The TVK-led alliance enjoys strong support, including crucial backing from five independent and allied MLAs, further strengthening its position in the electoral college for the Rajya Sabha poll.

This allocation is viewed as a significant political gesture aimed at strengthening ties within the TVK-Congress alliance ahead of future electoral battles, including the September poll mentioned by some sources. Political analysts suggest that the move will help reinforce opposition unity in Tamil Nadu and project a message of stability within the TVK-led coalition, especially given the state's dynamic political landscape that has recently seen a shift beyond the traditional DMK-AIADMK binary.

The by-election for the Rajya Sabha seat is scheduled for June 18, with nominations open until June 8. Scrutiny of nominations will take place on June 9, and candidates have until June 11 to withdraw their nominations. The decision by TVK marks a strategic collaboration that could have broader implications for national opposition efforts to consolidate power and influence in India's federal structure.
