BNN Summary

Assam Chief Minister Himanta Biswa Sarma has announced the expansion of his Council of Ministers on June 5, 2026. This move follows weeks after the BJP-led National Democratic Alliance secured a resounding third consecutive term in the state assembly elections. The expansion aims to finalize the government's structure, which currently operates with a limited number of ministers, and is expected to include a mix of experienced and new faces from the ruling alliance.

In-Depth Analysis

Assam Chief Minister Himanta Biswa Sarma has officially announced that his Council of Ministers will undergo an expansion on June 5, 2026, marking a significant step in solidifying the newly formed government's administrative structure. The announcement, made by Sarma on a Sunday via a post on X, puts an end to widespread speculation regarding a potential reshuffle and the induction of new faces into the BJP-led National Democratic Alliance (NDA) government.

This upcoming cabinet expansion is particularly pertinent as it comes less than a month after Chief Minister Sarma was sworn in for his second consecutive term on May 12. The swearing-in ceremony, held at the Veterinary College Ground in Khanapara, Guwahati, was attended by several high-profile dignitaries, including Prime Minister Narendra Modi, Union Home Minister Amit Shah, and Defence Minister Rajnath Singh, along with chief ministers from other NDA-ruled states.

The NDA's return to power for a third straight term in Assam was a decisive one, securing a commanding majority in the 126-member Assembly. The alliance achieved a record 102 seats, with the Bharatiya Janata Party (BJP) itself winning 82 seats, crossing the majority mark on its own for the first time in Assam's electoral history. Its allies, the Asom Gana Parishad (AGP) and the Bodoland People's Front (BPF), each secured 10 seats, further bolstering the alliance's formidable position. This sweeping victory was a strong reaffirmation of public trust in the NDA's development-focused governance, as noted by Prime Minister Modi.

Currently, the Assam cabinet operates with Chief Minister Sarma and only four other ministers who were sworn in initially: BJP leaders Rameswar Teli and Ajanta Neog, AGP's Atul Bora, and BPF's Charan Boro. Many key departments have remained directly under the Chief Minister's purview since the initial oath-taking. Rameswar Teli holds departments such as Transformation & Development, Labour Welfare, and Tea Tribes and Adivasi Welfare, reflecting the government's commitment to the welfare of tea garden communities. Atul Bora manages Panchayat & Rural Development, Implementation of Assam Accord, Border Protection and Development, and Excise. Ajanta Neog is in charge of Women & Child Development and Tourism, while Charan Boro oversees Transport and Welfare of Bodoland.

The impending expansion is anticipated to address this limited composition, bringing the Council of Ministers closer to its full strength. Political circles are buzzing with expectations that the expansion will incorporate a blend of seasoned leaders and new entrants from the BJP and its alliance partners. While Chief Minister Sarma has not yet disclosed the names or specific numbers of the individuals to be inducted, he had previously hinted that the cabinet's strength could eventually reach around 18 to 19 ministers, adhering to the constitutional limit of 15% of the total State Assembly seats, which caps the maximum at 19 ministers.

The timing of the expansion was also contingent on Governor Lakshman Prasad Acharya's return from an official visit to Mongolia, where he was leading an Indian delegation. With the Governor scheduled to return to India by June 3, the path is clear for the cabinet expansion to proceed as announced. This expansion is crucial for completing the structure of the NDA 3.0 government in Assam, enabling it to fully concentrate on its governance priorities and comprehensive development agenda for the state over the next five years.
